In this course, participants will learn about the legal framework for the Central Bank of Egypt (CBE), its role in the economy and the banking system, and CBE regulations governing the banking system. They will also learn about the relationship of the CBE with the commercial banks, the role of public sector banks in the economy, the real estate mortgage market, bank secrecy laws, and the regulations governing the foreign exchange market.
Course Description:
In this course, participants will learn about the legal framework for the Central Bank of Egypt (CBE), its role in the economy and the banking system, and CBE regulations governing the banking system. They will also learn about the relationship of the CBE with the commercial banks, the role of public sector banks in the economy, the real estate mortgage market, bank secrecy laws, and the regulations governing the foreign exchange market.
Course Objectives:
- Describe the role of the Central Bank of Egypt (CBE) in executing government policy.
- List the regulations governing deposits, loans and credit facilities.
- Describe public sector banks and their role in the economy.
- Explain the regulations governing the foreign exchange market.
Course Outline:
Module 1: The Central Bank
- The role and function of the CBE
- The regulations of the CBE
- The relationship of the CBE with the government in the area of monetary policy
Module 2: The Banking System
- The CBE – commercial bank relationship
- The relationship between foreign banks and their branches in Egypt
- The regulations governing deposits, loans and credit facilities
- Loan guarantees and their evaluation
Module 3: Public Sector Banks, Mortgages and Secrecy of Bank Accounts
- Public sector banks and their role in the economy
- The real estate mortgage market and the bank’s role
- Bank secrecy laws
Module 4: The Foreign Exchange Market and Monetary Regulations
- The monetary system and the issuance of banknotes
- Foreign currency operations
- The regulations governing the foreign exchange market
Assessment Strategy:
Participants will be informally assessed on their interaction during sessions and their participation in exercises
