Performance Budgeting is a technique which aims to link Government funding with efficiencies delivered. It has been a key element of many programmes of reform and it is a technique which is currently in use in many other jurisdictions. It is seen as being as much a part of organisational strategy as it is a part of an organisations financial processes and it is currently the subject of a pilot project within the Department of Finance.

This half day seminar aims to provide the participant with an introduction to the principles and theories underpinning a performance based budgeting system. Using case examples, the experiences of those Governments who have introduced performance based budgeting will be reviewed - thus demonstrating the benefits that it can bring and highlighting the pitfalls to be avoided.

The seminar is designed for both finance and non-finance public sector officials, for both those who administer and those who manage public budgetary spend. Performance budgeting has relevance for all public bodies including agencies and government departments.

  • An introduction to the principles underpinning performance budgeting
  • Its role in public reform
  • The experience of other jurisdictions
  • Lessons to be learnt
  • Its role in future public management in Ireland
