The course aims to provide participants with in-depth knowledge on policies, regulatory frameworks for the development and management of healthcare, chronic disease management, as well as pandemic preparedness in Singapore.

Course Synopsis & Methodology

The topics include:

  • Singapore’s healthcare plans, policies and roadmap for national healthcare management
  • Singapore’s policy frameworks for institutionalising sound practices of healthcare systems in the public and private sectors
  • Singapore’s experiences during pandemic outbreaks, such as Avian Influenza and Severe Acute Respiratory Syndrome (SARS)
  • Importance of emergency preparedness, mitigation, and the significance of adaptive approaches taken collectively for both communicable and non-communicable diseases
  • Economic evaluation of healthcare policies, costs and benefits of mitigation and management measures
  • Healthcare financing and insurance frameworks: Medishield, Medisave and Medifund
  • Health promotion and healthy lifestyles to manage chronic diseases such as diabetes and hypertension
  • Singapore government policies in helping an aging population’s healthcare challenges and risk factors 

Participant Profile

Mid to senior level officials from foreign government agencies from developing countries who are involved in healthcare and chronic disease projects, healthcare budgetary planning and management, and making healthcare policies

Eligibility

Applicants for SCP training programmes should satisfy the following criteria: 

  • Mid- to senior level officials, unless otherwise stated
  • Nominated by their respective Governments or National Focal Points for Technical Assistance
  • Suitably qualified to attend the training programme, as assessed by the training agency
  • Proficient in English, i.e. have a good command of spoken and written English (Please note that there will be no interpreters on hand during the training)
  • In good health and medically fit to complete the course
  • Be able to attend the training programme from the start date to the end date

The Singapore Cooperation Programme (SCP) was established in 1992 to serve as the primary platform through which Singapore offers technical assistance to other countries. Given our limited resources, we share our experience and expertise – in particular, in human resource development and economic development – with other countries in lieu of providing direct financial assistance. To date, the SCP has trained over 80,000 government officials from 170 countries in the Asia Pacific, Africa, Middle East, Eastern Europe, Latin America and the Caribbean. Each year, we conduct some 300 courses and train close to 7,000 government officials.
