Course Description:

The objective of this course is to expose delegates to the Supply Chain Management concept; role-players in Supply Chain Management (SCM); code of conduct for SCM practitioners in the public sector; delegations, role and functions of the various bid commitees:  Specification, Evaluation and Adjudication; bid meeting procedures and the application of the preference points systems as well as the calculation of points.

•   Ethical Code of Conduct
•   Types of consultants as well as difference between bids, RFQ's and RFI's
•   Compilation of the TOR
•   Evaluation criteria, weights and values
•   Price and functionality
•   Formulae and calculation of points
•   Compilation of evaluation panels
•   Develop and compile score sheets
•   Calculation of the points and conversion to preference points systems
•   Practical exercises and/or case studies
•   Joint ventures/Consortia:  differences and similarities
•   Calculaton of points
•   Practical exercises and/or case studies
•  Administration process during Bid Adjudication Committee meetings composition and appointment of members, duties of various office bearers/observers/consultants, meeting procedures and conduct of members
