Workforce planning is a rigorous business process that drives strategy execution and improves business results. The Chartered Institute of Personnel and Development (CIPD) describes workforce planning as having “the people resources in place to deliver short and long-term objectives”.

Objectives

This practical programme aims to provide tools, techniques and on-the-ground support to enable managers (not solely Human Resource managers) to draw up feasible workforce plans, and plan to implement them. On completion of the programme, participants will:

  • Appreciate the contribution that realistic workforce plans can make to organisational effectiveness
  • Make the link between strategy, business plans and workforce plans
  • Be familiar with the DPER Guidelines and Model for workforce planning for the public sector
  • Have acquired and practised tools and techniques for workforce planning
  • Have drawn up a workforce plan for their service/unit/department
  • Have drawn up an implementation plan
  • Have received practical support/coaching in the process of drawing up the workforce plan

Content

The programme will cover the following:

  • Context for workforce planning in the public sector
  • Options for bridging the gap between supply and demand
  • Model of the workforce planning process
  • Engaging with staff in the workforce planning process
  • Identifying strategic and operational goals for the workforce plan
  • Planning implementation
  • Forecasting workforce demand/need
  • Linking the workforce plan to the resources available (human and financial)
  • Analysing workforce supply 

Participants will be expected to draw up a workforce plan over the course of the programme. In addition to the two training half-days, each participant will receive a half-day’s inpidual support/coaching as they draw up their workforce plans. The support can be provided as a single session in the participant’s organisation, or as a number of telephone coaching sessions.
