The ability of any entity to demonstrate its overall performance is critical in achieving its goals and objectives as laid down in its Statement of Strategy. By measuring performance, both qualitatively and quantitatively, management can incorporate this knowledge into systems and processes to bring about positive change and maximise value for money in delivery of service.

Data and information on financial performance is produced by entities to satisfy management information requirements and statutory reporting requirements. The picture that the information gives will depend on context, perspective, timing and the rules underpinning how the information is gathered and presented.
