I am a network engineer with more than 3 years, am I eligible to attend PRINCE2 course?

PRINCE2 Certification doesn't have any eligibility criteria. 
PRINCE2 is designed to be applied generally to all types of project, be they construction, engineering, IT, business, financial or whatever.

Delegates should have some understanding of Project Management but there is no formal pre-requisite for the Foundation qualification.
