About this course

This course will train you to the required competencies certification as a commercial diver for commercial diving operations using Surface Supplied Diving Equipment (SSDE) (No decompression, maximum depth 30m).

The training standard is prepared by the Workplace Safety & Health Council (WSHC) in consultation with the Commercial Diving Association Singapore (CDAS). The training and assessment of commercial diver trainees are carried out in accordance with the requirements of the relevant legislations, codes of practices, technical advisories and guidelines Workplace Safety and Health Act (WSHA), Code of Practice for Diving at Work (Singapore Standards SS511) and Technical Advisory (TA) for Inland/Inshore Commercial Diving Safety and Health.

To be certified as a SSDE commercial diver, the person must have completed Commercial Self Contained Underwater Breathing Apparatus (CSCUBA) Diver training and all the relevant units for the level of training and certification awarded as outlined in this standard. Falls from heights have been a major contributor towards work-related injuries and fatalities for many years. 20% of the workplace fatalities recorded in Singapore in 2014 were as a result of falling from heights. While there have been many advances in knowledge and approaches for the prevention of falls from heights over the past 10 years, more needs to be done to share this information widely, and ensure it is being used effectively.
In Singapore, the WSH (Work-At-Heights) Regulations in 2013 and the amendments have been enacted to address this safety issue, but concerns have arisen about the level of understanding necessary to ensure the regulation is being implemented effectively. Much emphasis has been placed on the documentation requirements to ensure safe work, such as the Fall Prevention Plan and the Permit-to-Work System.

Overview
Many people use respiratory protective equipment (RPE) to reduce their exposure to hazardous substances in the workplace. But many of these people are not getting the protection they think they are – or that they deserve.
Respirators must be selected not only to give the appropriate protection but also to fit each and every wearer. This is particularly important where the respirator relies on a tight seal between the mask and the wearers face.

Ask yourself:
• Does the RPE you provide to each employee fit them properly?
• Would you know if changes occur which could affect and reduce the fit?
• Have any face fit tests which have been carried out been conducted by a competent tester?

If you are unsure of the answers or require information on the fit testing of respirators IOM can offer training to your staff members to enable them to conduct face fit testing of respirators using either a Qualitative Test Method or a Quantitative Test Method course (Portacount®) or both.

Remember it is a legal requirement that workers who use tight fitting respiratory protective equipment must be fit tested by a competent person; refer to COSHH, CLAW and CAR and Ionising Radiation Regulations or further details.

Please note that we cannot provide Fit2Fit accreditation and individuals must sit and pass the Fit2Fit exam, provided by BSIF, to achieve such accreditation. The CAWC (Medical-Lock Attendant) is a mandatory seven day training course for inpiduals who are assigned as Medical-Lock Attendants at a worksite that requires personnel to work in a compressed air (CA) environment.

LEARNING OBJECTIVES

ABOUT THIS COURSE
In accordance with IMCA D 018 Revision 1, the Initial, Periodic Examination, Testing and Certification of Diving Plant and Equipment, detail sheet , requires bailout bottles to have a thorough internal and external visual examination every 6 months by a competent person.

Recent industry reports and safety flashes suggest that this has on several occasions not been carried out properly or accordingly to the correct standard. Indeed, it is very unlikely that even though the inspection has been carried out by a person deemed competent according to the categorisation in IMCA D 018, that such a person has not received the necessary training to understand the complexities of visual inspection. In brief, if the competent person does not know what he is looking for, how can he examine a cylinder and state it is fit for service?

INTRODUCTION
Surface supplied diving is sometimes carried out using a breathing gas mix of oxygen and nitrogen with a higher percentage of oxygen in the mix than in natural compressed ;The common industry terminology for such a gas mix is NITROX.

Diving while breathing NITROX has various advantages and disadvantages, one such advantage is that the required decompression time for any particular dive can be reduced in comparison to the same dive using natural compressed ;The technique is normally used to ensure that particular dives can be carried out without the diver requiring any decompression but in other cases is used to ensure that very lengthy decompression is not required.

The dive plan for the use of NITROX needs to consider all the relevant safety considerations of using this technique in place of natural compressed air.

One of the main safety considerations not normally present when breathing compressed air is the increased risk of oxygen toxicity problems, particularly those occurring while the diver is still under water.

COURSE OVERVIEW
This e-learning course is designed for the training of both Divers and Supervisors who maybe using NITROX during diving operations. (Supervisors can then proceed to the NITROX Diving Supervisors’ module on successful completion of the Divers course).

The course has been developed using the guidance documents and references provided by International Marine Contractors Association (IMCA), the International Oil and Gas Operators Association (IOGP), USN Diving Manual Revision 6 and industry best practice.

This standard is prepared by the Workplace Safety & Health Council (WSHC) in consultation with the Commercial Diving Association (Singapore). It should be understood by the user of this standard that the requirements contained herein are the minimum acceptable levels. The training and assessment of commercial diver trainees is carried out in accordance with the requirements of the relevant legislations, codes of practices, technical advisories and guidelines Workplace Safety and Health Act (WSHA), Code of Practice for Diving at Work (Singapore Standards SS 511) and Technical Advisory (TA) for Inland/Inshore Commercial Diving Safety and Health.

This competency standard adopts a unitised approach for CSCUBA diver training and certification. To be certified as a CSCUBA the person must have completed all the relevant units for the level of training and certification awarded as outlined in this standard. It is the responsibility of the employer/contractor who engages the occupational diver to ensure the diving personnel are suitably trained and competent for the scope of work being carried out.

This Standard is one part of (Part 1) of the standards relevant to the training and certification of commercial divers, where the requirements of authorities and industry demand a prescribed degree of training and competence to ensure an adequate degree of safety, performance and economy during occupational diving operations. With this standard, it provides the authorities, training providers and trainees a summary of the minimum competencies for CSCUBA divers, and the minimum content of a training course for imparting these competencies to those divers.

COURSE OBJECTIVES
This competency standard outlines the minimum requirements that must be achieved to ensure that occupational divers are trained / certified as competent commercial divers. This competency standard details the level of knowledge, theory requirements and practical application of the diving techniques needed by divers while using Commercial SCUBA (CSCUBA) to a maximum depth of 30m (99fsw) with no decompression diving.

Competent and well-trained technicians are essential for safe offshore/inshore diving operations. Equipment used to support and conduct diving operations requires technicians for its installation, maintenance, inspection, testing and repair. The correct functioning/maintenance of the equipment is essential to the well-being of the divers and other members of the dive team.

Diving Technicians competence is established by a series of experience and training; while most dive technicians have ‘trade skills / training’ related to their operational involvement on the diving equipment, KBA Group have now established a modular programme that will develop the all-round competence of the dive technician in support of the diving system maintenance and equipment. KMDSI Basic Maintenance & Repair Technician - KBA Training Centre , Singapore,East

This course instructs divers, tenders, and dive system technicians how to perform routine repair and maintenance of all KMDSI Helmets, BandMask, and other specific associated equipment including first stage regulators, whips and gauges. The course also covers how to conduct Helmet and BandMask inspections, adjustments, and overhauls as well as face port insert testing and security., removal and repairing the side block, removal of weights and learn about the KMDSI set-up and maintenance checklists, and Operations and Maintenance Manuals.

The basic technician course does not include instruction in fiberglass and gel coat repair. Upon completion, each student will receive a three-year certification valid for the inpidual's own equipment and/or the company or affiliate company's equipment for which the inpidual works, as well as equipment belonging to other ping employees of the company as dictated by company policy.

INDUSTRIAL ROPE ACCESS TRAINING
Equipment will be provided throughout the course and assessment.

IRATA Level 1
An entry level for the certification of IRATA to get started in the Industry. Minimum age requirement shall be 18 years old. As the course will be physically challenging, participants must be physically and medically fit and will learn the techniques of rope access maneuvers on a pre-rigged rope course. IRATA Level 2

IRATA Level 3
It is intended for personnel who have held the Industrial Rope Access technician level two qualification for a minimum of 12 months and have at least 1000 on-rope hours logged as a level 2, and wish to proceed to level three. A level three supervisor must be capable of complete responsibility for work projects, undertaking advanced rescues and have a comprehensive knowledge of relevant legislation and industry best practice.
