Course details

Target Audience:

Senior central bank staff responsible for accounting, financial reporting, auditing, risk management, internal control, statistics, legal, or reserve  anagement operations, or members of a board or committee responsible for overseeing audit, financial reporting or investment activities.

Qualification:

Participants with university or post-graduate degrees in the disciplines of accounting, business,economics, finance, or law or having earned rofessional certifications in auditing (e.g., chartered orcertified public accountants, internal auditors, or information systems auditors) or nance certifiedfinancial analysts).

Language:

The course is conducted in English only. Due to the technical nature of the course, English proficiencyis a prerequisite.

Course Description:

This course, presented by the IMF’s Finance Department, is designed to provide central bankofficials with an interactive exposure o the IMF’s safeguards assessment methodology. In particular, theseminar highlights the importance of sound governance, transparency, nd ccountability in sustainingcentral bank safeguards and the management of risks. The seminar also provides a forum for centralbank staff to xchange views on their experiences in strengthening safeguards frameworks, includingemerging challenges and issues.

The course combines nteractive lectures and discussions, workshops,and case studies addressing key areas that support sound governance of safeguards risks, ncluding theexternal and internal audit mechanisms, financial reporting framework, system of internal controls,management of international eserves, and reporting of monetary data to the Fund.

The objective is to provide participants with the knowledge and skills required to assess he strengthsand vulnerabilities in the governance of financial safeguards and risks in their central banks, and toidentify specific steps that can e taken to mitigate risks identified. It also covers the methodology andprocedures used to monitor the safeguards framework at central banks.
